Jennifer McEwan, Ph. D., is widely known for her transportation expertise and knowledge of project development and advancement. She works closely with project sponsors at the state and local levels, including elected officials and decision-makers on transportation infrastructure projects.
In addition to operating Grace & McEwan, in 2019, Jennifer and Jim Grace were co-founders of Datum Tech, Inc., a mobile data advertising company. Datum ingested the location data from mobile devices at scale from around the United States and organized that data at the household level using parcel data. Once sorted, the location data could be matched to voter files and other address lists and utilized for highly targeted multiplatform advertising. Jennifer and Jim grew Datum to sixteen employees and yearly revenues of $9 million. They successfully exited in 2024 when Datum was acquired by a publicly traded gaming company.
Prior to founding Grace & McEwan Consulting, Jennifer served as Senior Policy Director at Greenberg Traurig in the Government Law & Policy practice in the firm's Austin office. She is experienced in advocacy and policy research for regional and statewide mobility coalitions, chamber organizations, trade associations, institutions of higher learning, and public education coalitions, in addition to numerous statewide appointed task forces and the Sunset Advisory Commission. Jennifer is also experienced in developing and implementing strategies and supporting data for advocacy and working with state legislators, county commissioner courts, county judges, and other elected officials regarding transportation and infrastructure policy issues.
Jennifer has a B.A. in Political Science from Texas A&M University and a Ph.D. in Government from the University of Texas at Austin.
